I settled on this topic because it is a major problem that requires a scientific study considering that there is little attention in the society especially from the main stakeholders. Recidivism is on the rise in the United States and this prompted me to investigate and find evidence to show how significant the problem is in the United States.Problem statement Offender reentry programs have been neglected in the United States leading to an increased rate of recidivism. From the statistical point of view, the majority of state prisoners commit crimes after 3-5 years after being released. Most of the correctional facilities are strong but will focus only on increasing imprisonment instead of improving the reentry programs. With increased rates of recidivism,there is more pressure put on the criminal justice system, more crime, and victims of crime increase. This is a common cycle where individuals are arrested incarcerated, released and re-arrested. This is a policy issue that doesn’t receive much attention from political power especially in the allocation of funds and establishing re-integration programs. There are no clear re-entry programs that have been found to be effective in reducing recidivism rates. My research topic is more of a policy issue that requires the use of the theoretical framework to identify effective reentry programs in minimizing the high rates of recidivism in the United States. The first theoretical framework I might use in this research is the punctuated equilibrium theory. This theory was borrowed from the physical sciences.PET states that massive changes in a system will result from small changes building pressure and demand. This theoretical framework incorporates punctuations to relieve the policy system. According to Sabatier & Weible (2014), the neglected problems are corrected by bringing in large changes to ensure the actual policy levels reach equilibrium. In the case of my research topic reentry programs has been neglected especially by political power.Politicians and main stakeholders put little attention on inmates integration into society, therefore, leading to an increase in recidivism (Mears, 2010). This greatly affects the society and the government because of crime increase and more funds needed to reform many inmates over many years if not addressed early. The changes involve the testing of observed phenomena known as hypotheses to determine if they are supported by facts. If the hypotheses are not supported by facts, they will be revised. This theory might be valuable in my research given that the observations I have made are the increased rates of recidivism in the United States. I will, therefore, seek to determine efficient reentry programs by supporting it with facts from my research.
Another theoretical framework I found to be significant in conducting my study is the advocacy coalition theory. This theoretical framework puts emphasis on policymaking particularly the intense public policy systems (Sabatier &, Weible, 2014). ACF is an ideal framework for my framing my research proposal because it puts a lot of emphasis on the fact that policymaking is structured and the behavior and beliefs of stakeholders are embedded on informal networks. The advocacy coalition framework will be helpful in investigating efficient reentry programs necessary for reducing the high rates of recidivism in the United States. A lot of emphases will be put on the roles of dissents, ideas, beliefs and coalitions with an acknowledgment of policy change actors in the prison reforms sector. Organizations are viewed as complex systems with issues that require a dialogue between many actors and coalitions especially the political power, private sectors, the public and civil societies (Shafritz et al., 2016). The conflicting beliefs or radical opinions on this issue greatly affect the adoption of policy change in the United States. Recidivism is a major problem that has not received wide recognition but keeps increasing every year. The whole country gets affected by this problem without notice but many of the stakeholders have turned a blind eye despite the strong institutions the United States has established.
The fact that my topic is an issue that affects the general public; there will be a need to analyze policy processes and come up with solutions. The advocacy coalition framework will be relevant in examining how the main stakeholders involved will share their ideas and strategies in creating policy changes the will align with their set goals (Sabatier &, Weible, 2014). The framework will involve the use of variables and testable hypotheses based on the collected data. In this case, the testable hypotheses based on the advocacy coalition frameworks will be the policy change, coalition dynamics, and policy-oriented learning. A theoretical investigation on this topic will improve studies on the current policy processes and valuable suggestions on the efficient reentry programs in the United States. The collaboration will be a good opportunity in ensuring that there will be no political influence or crisis. I selected this theoretical because it will simplify my research on the high rate of recidivism affecting many communities in the United States. This is an issue that requires collaborative approaches to conduct broader studies and integration of stakeholders to foster trust and knowledge sharing using the advocacy coalition framework. This framework is significant due to the theoretical nature of my proposal.
